Mixed-use project to start in Duluth

Prolific Atlanta real estate firm Fuqua Development has received a permit to begin a mixed-use project in Duluth that will include apartments and a grocery store, the city said Tuesday.

The Sugarloaf Market at Peachtree Industrial Boulevard and Sugarloaf Parkway will include 330 apartments and a Sprouts Farmers Market, a city news release said. Construction is slated to begin in January with a projected opening in Spring 2016.

Fuqua Development, founded by Jeff Fuqua and Heather Correa, has a number of high-profile retail-anchored developments underway, including projects in Peachtree Corners, Kennesaw, East Atlanta and Buckhead. The company is also part of the team developing the $400 million mixed-use entertainment and residential district surrounding the new Atlanta Braves stadium in Cobb County.

A developer's latest plan to build a grocery store on Lindbergh Drive is meeting some neighborhood opposition, but has won approval from a City Council committee.

Buckhead's Neighborhood Planning Unit-B voted 17-8 on Dec. 2 to oppose a request by Fuqua Development to rezone 13 acres between Morosgo and Lindbergh drives for a mixed-use development. But last night, Dec. 9, the Atlanta City Council Community Development Committee voted to approve the plan. The request is expected to be considered by Atlanta City Council in January.

Fuqua plans to build an 82,000 square foot Kroger supermarket in partnership with Greystar Development, which would build more than 190 apartments. Some of those apartments would be for seniors.

Just months after breaking ground on SunTrust Park and its adjacent mixed-use project, the Atlanta Braves are already talking expansion.

In a conference call with Atlanta media today, Braves executive Derek Schiller said the first phase of the project - which is slated to open in 2017 - has generated greater than anticipated demand.

The acknowledgment underscores buzz in the marketplace that large fashion and sporting goods retailers want to be a part of the project.

The Braves would have to expand the size of the first phase by at least 100,000 square feet to accommodate the retailers, according to people familiar with the market. One site sparking great interest is just west of Interstate 285 along Circle 75 Parkway near the connection to the proposed pedestrian bridge.

The Atlanta Braves announced last year that they would move to a new stadium in Cobb County, Georgia, in 2017. The stadium would be surrounded by several million square feet of accompanying office, hotel, multifamily, restaurant, entertainment and retail space, closer to what the team considers its core fan base. A nearly 14-acre swath of land west of Atlantic Station has remained vacant for the better part of the last decade. But what was once set to become a multi-modal transit hub could now be turned into a mixed-use development by an all-too-familiar face: Jeff Fuqua.

The vacant site located down the street from Atlanta Waterworks at the southeast corner of 17th Street and Northside Drive had once been eyed as a possible transit-oriented development that would include new Amtrak and Greyhound stations. Local real-estate developer Carter led the talks with Houston-based real-estate company Lionstone and the State Road and Tollway Authority, which each owned roughly half of the total land.

But the property went back on the market after Carter's talks broke down. SRTA Director of Marketing and Communications Malika Reed Wilkins tells CL the authority has received numerous inquiries for the site over the years.

The Fresh Market will open its new store on Riverside Avenue on Sept. 24, the company announced Tuesday. The gourmet grocery will anchor and be the first business to open in the new Brooklyn Station on Riverside.

The shopping center has seven confirmed tenants: Fresh Market, Burger Fi, Burrito Gallery, Corner Bakery Cafe, Zoes Kitchen, Lucy's Gift Boutique and Hair Cuttery. It also has eight more spaces where no tenants have been announced.

The 24,800-square-foot store will be the third Fresh Market in Jacksonville, the fourth in Northeast Florida and the 39th in Florida. The chain was founded in 1982 in North Carolina and now has more than 150 stores in 26 states.

The Kroger Co. wants to develop an 82,000-square-foot store across from Lindbergh City Center and the adjacent MARTA station, as the nation's largest grocery operator looks to put more stores inside the city.

The proposal comes as Kroger also considers a new store in Grant Park.

On both projects, Kroger (NYSE: KR) is working with developer Jeff Fuqua, of Atlanta-based Fuqua Development.

Kroger is rolling out larger store concepts nationally, typically at least 100,000 square feet, as it tries to offer a broader array of inventory to reach a larger cross-section of consumers.

Atlanta developer Jeff Fuqua is once again trying his hand at developing a Buckhead retail site nearly two years after the Atlanta City Council blocked his efforts to build a Walmart near the Lindbergh MARTA Station.

Fuqua's new mixed-use project - it's located east of Piedmont Road, north of Lindbergh Drive, and east of Morosgo Drive - would include an 82,000-square-foot Kroger Fresh Fare, 180 senior housing units, 137 detached single-family units, and a three-story parking deck. Land use and zoning changes would be required for the project to move forward.

Earlier this week, Fuqua Development asked Neighborhood Planning Unit-B to defer a vote on whether the land use should be changed for the mixed-use project. We're told that some residents have concerns because the revised project still lacks density, continues to have a big-box component, and contains too much surface parking.

"It's the only grocery store that we know of that's really on a MARTA line, I mean direct access to a MARTA line. There's some within 8 or 9 blocks around town but this is really the closest grocery store to a major MARTA line," says founder Jeff Fuqua.

For well over a year, several communities in Southeast Atlanta waged a battle against a big-box development largely believed to be Walmart.

But the developer behind the project has news: Walmart is out, and Kroger is in.

Jeff Fuqua, of Fuqua Development, has long said a major retailer was critical to the project that he and partner Heather Correa are building on Glenwood Avenue near Grant Park.

"And from the start as well, there was a widespread, but incorrect public assumption that Walmart would definitely be the anchor for the project," he said in an email.

Fuqua confirmed that he was in talks with Walmart but says the company was also negotiating with other retailers.

In an interview Tuesday with Atlanta Business Chronicle, Braves officials said Atlanta-based companies Fuqua Development LLC, Pope & Land Enterprises, and Pollack Shores Real Estate Group will partner on the $400 million project.

The news doesn't come as a huge surprise, considering the other finalist, a team including Hines and North American Properties, pulled out of consideration this spring.

Leasing efforts are well under way. Earlier this year, representatives for the Braves showed concepts at the International Council of Shopping Centers annual retail convention in Las Vegas.

The Atlanta Braves formally announced on Wednesday its development team for the $400 million mixed-use complex near its future Cobb County stadium. The baseball franchise will partner with a joint venture team that includes retail powerhouse Fuqua Development, office and mixed-use development company Pope & Land Enterprises and apartment developer Pollack Shores Real Estate Group.

Georgia-based Batson-Cook Development Co., a subsidiary of Japanese conglomerate Kajima, will be an equity partner in the project with the development team and will help ensure construction. The Atlanta Journal-Constitution first reported the finalized agreement online on Tuesday.

The Braves want the first phase of the 74-acre Cobb County complex to open along with the new $622 million stadium in 2017.

In a move predicted by city officials six months ago, the owners of a mobile home park are proposing the western half of their property be annexed into the city of Kennesaw to build a $40 million development.

The mixed-use development on 34 acres would be placed next to 53 acres, on the northwest corner of Barrett and Cobb parkways, which was already annexed from the county into Kennesaw by a unanimous City Council vote in February.

The property owners of the 34 acres, listed as Amak Partners, L.P. and Masal Partners Ltd., L.P., live in Vancouver, Canada. They are the same owners under contract to sell the first 53-acre portion to be developed by Atlanta-based Fuqua Development.

The veteran developer, however, hasn't given up on doing something with the site. Fuqua said his company, Fuqua Development LLC, is working on a new idea for the site, which takes up about 12 acres between Lindbergh and Morosgo drives - but he isn't saying what.

"We are moving forward on what will be a very interesting project," Fuqua told Curbed Atlanta this week. "We believe this plan will be embraced by the community. We're still in the planning process and it would be too early to release any information."

After months of meetings, the project will move forward with a new "mixed-use high density" designation that allows for: a nine-story office building (fronting Interstate 20), a five-story residential complex with retail, an affordable senior housing center, a small food truck park, a "green wall" element and more retail along the Beltline - and yes, a 143,000 square-foot anchor that's rumored to be Walmart. Councilwoman Carla Smith - who successfully introduced legislation last summer to retro-actively rezone the property to prevent the development - introduced the new amendment. Residents have been meeting with Fuqua representatives to iron out a compromise for the property, which is currently the home of a concrete plant. On April 8 and 9, 2014, the Board of Commissioners (BOC) and the DeKalb County Zoning Board of Appeals (ZBA) reviewed Fuqua Development's Scott Boulevard Baptist Church (SBBC) proposal. The plan was presented to the community last February and is outlined here. The BOC and ZBA approved Fuqua Development's application to rezone and the variances required to redevelop the SBBC site and nearby residential properties on Barton Way. This vote clears the way for Phase 1, to include apartments and townhomes and a "coffee shop." There was no opposition to the application and the BOC voted to accept the request with conditions negotiated by the Cross-Neighborhoods Committee.

The site in suburban Cobb County was chosen by the Braves and county officials both for its freeway location and its development potential. That potential attracted the attention of the likes of AEG (whose plan originally included heavyweight Hines Interests) and two other large firms.

But AEG and the other firms dropped out, leaving one group standing: Pope & Land Enterprises, Fuqua Development LLC, Pollack Shores Real Estate Group, and Batson Cook Development Co. The proposal was submitted by American Entertainment Group, Hines Interests, and North American Properties. Mark Toro, managing partner for North American Properties in Atlanta, declined to comment. CL has reached out to the other two companies for more information.

Jerde, who founded his Venice, Calif., firm The Jerde Partnership Inc. in the late 1970s, gained international fame as an architect for his work on projects such as the 1984 Olympics in Los Angeles; the Bellagio hotel in Las Vegas; and Canal City in Fukuoka, Japan.

Closer to home, Jerde Partnership designed the master plan for The Coca-Cola Park downtown, including the World of Coca-Cola attraction.

A new natural foods grocer is coming to the Morningside neighborhood.

Fuqua Development LLC, headed by former The Sembler Co. executives Jeff Fuqua and Heather Correa, is about to break ground on a mixed-use project at Piedmont Avenue and Cheshire Bridge Road.

The anchor tenant will be Sprouts Farmers Market, sources say.

Fuqua said he could not confirm the tenant, but he did share how the project could transform the corridor between Midtown and Buckhead. Today, it's a hodgepodge of old shopping centers, restaurants and adult establishments.

The company behind L.A. Live, a retail and entertainment district in Los Angeles anchored by the Staples Center, is a finalist to develop the more than $400 million mixed-use project surrounding the new Braves stadium.

AEG, owner of L.A. Live, is partnering with Houston-based Hines Interests and Cincinnati-based North American Properties in a bid to develop the new mixed-use project surrounding the Cobb County Braves stadium. The other finalist is a partnership of well-known Atlanta developers: Fuqua Development LLC and Pope & Land Enterprises Inc. Jeff Fuqua, a former executive with The Sembler Co., is backed by Pope & Land on a spate of new projects in the works from Midtown to Kennesaw. Kerry Armstrong, Atlanta Regional Commission chairman, joined Pope & Land in 2012 after years of leading development and leasing efforts with Duke Realty Corp.

More than 50 adults, many with their young children, tried to stop a proposed $150 million commercial development during Monday's Kennesaw City Council meeting.

The proposed 52-acre development is targeted for the northwest corner of Barrett and Cobb parkways.

Atlanta-based Fuqua Development plans to close at least part of the Castle Lake Mobile Home Park, which sits on the site and serves as home to dozens of families.

In December, Fuqua filed papers with Kennesaw seeking to rezone the property from a county residential mobile home park to a city planned village community.

Whole Foods Market announced today it will open a new location in the mixed-use development at the corner of Barrett Parkway and U.S. 41/Cobb Parkway. The newest store in Georgia for the natural and organic foods supermarket will occupy approximately 45,000 square feet of retail space. The new store is slated to open in 2016.

Whole Foods Market's presence in Georgia includes eight locations in metro-Atlanta and one store in Savannah. Augusta, opening later this year, will be the tenth location in the state.

After months of protests, appeals, lawsuits, southeast Atlanta residents are discussing a possible compromise with Atlanta developer Jeff Fuqua that could bring about revisions to the controversial sprawling suburban-style retail complex he proposed near Glenwood Park and along the Atlanta Beltline.

Several neighborhood leaders recently met with Fuqua to discuss possible changes to the proposed shopping center, which in earlier plans included a 143,000 square-foot anchor tenant rumored to be a Walmart. Those concessions - plus new ideas from residents in Grant Park, Ormewood Park, and other nearby neighborhoods - will be presented and discussed at a public meeting scheduled for Feb. 16.

A roughly 50-acre mixed-use project is in the works for Kennesaw.

Atlanta-based Fuqua Development LLC, headed up by former The Sembler Co. executive Jeff Fuqua, on Feb. 3 filed plans with the state for the development at Cobb and Barrett parkways. The project is large enough to qualify as a "development of regional impact," or DRI.

The development would include 450,000 square feet of retail and 30 residential units. It's expected to be complete in 2015.

The Atlanta Braves have made their first cuts to a roster of developers competing to build the $400 million to $600 million retail and entertainment district around a proposed Cobb County stadium.

The mixed-use project, which could feature the dazzle of similar sports-related developments including LA Live, an entertainment district by the Los Angeles Staples Center, might include dinner theater concepts such as CineBistro, sporting goods stores such as Gander Mountain and Cabela's, brewhouses such as World of Beer, sports bars, chain restaurants.

The project would surround the more than $670 million Braves stadium planned in the Cobb Galleria area on the northwest side of the Atlanta Perimeter.
